now the circumference of the wheel is 880cm
therefore the ans is 110000/880
=1250

here v=66 km/hr= (66*1000*100)/60 cm/min =110000 cm/min
r=140/2 =70 cm
now
f=rotation per minute = 110000/(70*2*3.14)=250 approx.
